Rent Stabilization Division
The Community Stabilization and Fair Rent Act
The City of Mountain View's Rent Stabilization Division implements the Community Stabilization and Fair Rent Act (CSFRA), a voter approved measure (Measure V, 2016), to stabilize the community by reducing rental housing turnover in certain rental units. Division staff work with tenants and landlords to achieve the three main goals of the CSFRA:
- Stabilize rents
- Provide eviction protections
- Ensure a fair rate of return on investment for landlords
View the full text of the CSFRA.
What units are covered?
Most apartments with 3 or more units are covered by the CSFRA. Units provided or subsidized by the government are not covered.
- Fully Covered: Built before 1995 (Both rent stabilization and eviction protections apply)
- Partially Covered: Built between 1995 and 2017 (Only eviction protections apply)
Check if your apartment complex is likely covered by the CSFRA by clicking here and typing in the property address in the search bar at the top of the page.
Key Points of the CSFRA
- Rent is specifically defined.
- Rent increases are limited.
- Evictions are restricted to 9 reasons (Just Causes).
- Tenant relocation assistance is required to be offered for some types of evictions.
- Properties must be livable, healthy and safe.
- Housing services must be maintained.
- Property owners are entitled to earn a fair rate of return on their investment.
