Email comments to city.council@mountainview.gov by 4:30 p.m. on the meeting date. Emails will be received directly by the City Council. Please identify the Agenda Item number in the subject line of your email. Requests to show an audio or video presentation during a Council meeting should be directed to city.clerk@mountainview.gov by 4:30 p.m. on the meeting date.

Anyone wishing to address the Council virtually may join the meeting online at https://mountainview.zoom.us/j/84351267142 or by dialing (669) 900-9128 and entering Webinar ID: 843 5126 7142. When the Mayor announces the item on which you wish to speak, click the “raise hand” feature in Zoom or dial *9 on your phone. When the Mayor calls your name to provide public comment, if you are participating via phone, please press *6 to unmute yourself.

Anyone wishing to address the Council in person must complete a blue speaker card indicating the name you would like to be called by when it is your turn to speak and the item number on which you wish to speak. Please complete one blue speaker card for each item on which you wish to speak and submit it to the City Clerk at the meeting. Virtual and in-person speakers will be called in order as determined by the Mayor.

Members of the public may address the Council on items on the agenda or on nonagenda items. Items on the "Consent Calendar" are not discussed individually but are approved as a group by one motion. If a member of the public wishes to speak on an item on the Consent Calendar, he or she may do so at the time announced by the Mayor. If an item is pulled from the Consent Calendar by a Councilmember, it is considered separately after the Consent Calendar is voted upon. Anyone wishing to address the Council on a nonagenda item may do so during the "Oral Communications" part of the agenda. Speakers are allowed to speak one time on any number of topics not on the agenda for up to three minutes.
 
Pursuant to Council Policy A-13, an individual speaker shall have up to 3 minutes to address the Council. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Mayor may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from Council by majority vote. If requested in advance of the public input portion of the agenda item to the Mayor or City Clerk, a speaker who represents five or more members of the public in attendance who complete cards but elect not to speak may have up to 10 minutes to address the Council, if the Mayor determines that such extension will reduce the total number of speakers who planned to speak.

• Minutes: The written record of prior actions presented to the Council for approval at a future meeting. Minutes are not considered official until approved by the Council.
• Consent Calendar: Listing of routine business items adopted with one motion, without discussion. However, any Councilmember, member of the public or staff member may request that an item be pulled from the Consent Calendar for discussion and separate action. The item is then considered after the Consent Calendar items are voted upon.
• Public Hearings: Formal process of getting opinion on major legislative matters as required by the City Code, such as assessment districts, rezonings, subdivisions, appeals, etc.
• Oral Communications: Time during which members of the public may address the Council on any matter not on the agenda. No action may be taken on topics presented at this time.
• Quorum: Requirement that four Councilmembers be present to conduct a meeting.
• Motions: Formal actions which ordinarily require four affirmative votes. Motions to approve an expenditure non-budgeted funds require five votes.
• Resolutions: Formal written documents acted upon by the Council.
• Ordinances: Formal written documents enacting laws which can be enforced by the City. With few exceptions, ordinances become part of the City Code. Except for emergency ordinances, all ordinances require action at two separate meetings: At one meeting for the "first reading" and discussion, and at a second meeting for the "second reading" and adoption by roll call vote. In order to forego the verbal reading of ordinances, a motion is typically passed to "waive reading". Most ordinances become effective 30 days after adoption.
• Study Sessions: Public meetings for detailed review of a particular subject matter. No formal action may be taken at this time.
• Closed Sessions: Confidential meetings to discuss matters such as litigation, personnel, or real property. These are the only meetings closed to the public. The public may provide comments before the Closed Session is convened.
• Shoreline Regional Park Community & Mountain View Capital Improvements Financing Authority: Separate legal agencies formed to develop designated areas of the City or to finance City projects or programs. The governing board of each agency is the City Council, and often dual actions are taken.
