The City Manager’s Office coordinates a legislative program focused on protecting the interests of our community and identifying resources available to enhance City services and programs.  The City monitors and responds to legislation that is consistent with City principles to protect local revenue, prevent unfunded State mandates, and maintain local control.  The City Council and City Manager’s Office works closely with Mountain View’s federal and state legislative representatives, as well as with the League of California Cities, to influence policy decisions that affect cities and preserve local control and local funding.

Mountain View’s Legislative Platform confirms the City Council’s position on current legislative matters with the potential to affect the City directly or indirectly. The Legislative Platform is a guiding document for the City to utilize to promote and preserve the City’s interests at the regional, State, and Federal levels. City staff will coordinate with advocacy services and regional partners as appropriate to monitor and assess State legislation and administrative or regulatory proposals and take action in alignment with the adopted Legislative Platform to advance and protect the City interests, as necessary.

Intergovernmental Relations

The City works to protect Mountain View’s interests through participating in regional, statewide and national agencies and boards. The agencies below address issues of regional concern that strive to balance the interests of the diverse Bay Area. These include but are not limited to the following agencies:

NASA-AMES and Hangar One

The City also promotes efforts to restore historic Hangar One at Moffett Federal Airfield. In 2013, the General Services Administration (GSA) and NASA began a competitive bid process to restore and reuse Hangar One. On February 10, 2014, GSA and NASA announced Planetary Ventures, LLC was selected to restore Hangar One and manage Moffett Federal Airfield.  On November 10, 2014, NASA signed the sixty-year lease with Planetary Ventures, LLC to manage Moffett Federal Airfield.  The lease includes provisions that the Airfield will be managed in accordance with existing operations and requires the rehabilitation of Hangar One, as well as other provisions.
