On September 13, 2022, the Mountain View City Council adopted Chapter 42 Article III and Article IV, of the Mountain View City Code establishing a City-wide Responsible Construction Ordinance and Wage Theft Ordinance.
The City began enforcing the Responsible Construction Ordinance and the Wage Theft Ordinance on January 1, 2023.
Responsible Construction Ordinance
The Responsible Construction Ordinance applies to all new construction projects of 15,000 square feet or more requiring a building permit. New construction projects include entirely new structures and qualifying additions and remodels. Projects subject to prevailing wage requirements under state law are exempt. For projects covered under the City’s Ordinance, owners, contractors, and/or qualifying subcontractors are required to acknowledge responsibilities and make specified certifications upon completion of a project.- Ordinance

Wage Theft Ordinance
The Wage Theft Ordinance applies to all businesses in the City of Mountain View which are required to have a business license and requires a completed affidavit to be submitted at the same time the application for a business license or business license renewal is submitted to the tax administrator. Business operators with no employees shall be exempt from compliance.
For business license renewals, it is encouraged that you submit the completed Wage Theft Ordinance Affidavit by December 31, 2022. However, because the ordinance takes effect on January 1, 2023, you may submit your completed affidavit between January 1, 2023, and January 15, 2023.
