On June 30, 2023, Syufy Enterprises LP submitted formal Planning applications for a Development Review Permit, Planned Community Permit, a Heritage Tree Removal Permit, and Tentative Map to replace and demolish an existing movie theater site and surface parking lot within the Gateway Master Plan and North Bayshore Precise Plan areas, to construct eight buildings measuring up to 9 – 15 stories with:
- 1,914 residential units (20% as affordable),
- 100,000 square foot fitness center,
- 20,000 square feet of ground-floor retail and restaurant uses,
- a public open space,
- new streets, and
- a Tentative Map to create nine new parcels, including five mixed-use parcels, one commercial parcel, two residential parcels and a parcel for open space.
The 15.86-acre project site is located on the west side of North Shoreline Boulevard between Plymouth Street and US-101 in the P-39 (North Bayshore) Precise Plan.
On February 24, 2023, Syufy Enterprises LP submitted an SB 330 Preliminary Application followed with this formal application on June 30, 2023.

Note: Senate Bill 1214 now requires the City to gain consent from the project architect to post the full set of project plans online. The project architect of this project has not given the City their consent; therefore, the City only has the right to post the project site plan and massing diagrams. SB 1214 aims to align public transparency with the California Copyright Act of 1976 by limiting the distribution of architectural plans, protected by copyright law, without the consent of the architect. The full set of plans are available for viewing in-person at the public counter and the project planner can be contacted for more information.
