CIP Project Highlights
The Public Works Department works on a wide variety of capital projects such as City buildings, roadway improvements, parks, and utilities. Projects are underway in various phases such as planning, studies, design, and/or construction. A report has been prepared to provide status information on a portion of the active Capital Improvement Program (CIP) projects. View the latest Quarterly CIP Project Highlights report. The City of Mountain View is working collaboratively with the City of Sunnyvale and Santa Clara Valley Transportation Authority (VTA) on Bernardo Avenue Undercrossing.
A Special Joint Bicycle/Pedestrian Advisory Committee Meeting between the two cities was held on this topic on December 2, 2020. Members of the public will be invited to provide input on this topic at a joint community meeting to be held in early 2021.
The project proposes to implement the pilot phase of complete street improvements on California Street from Showers Drive to Shoreline Boulevard. The main elements of the pilot improvements include four-lane-to-three-lane road diet, a two-way left-turn center lane, parking-protected bike lanes, protected intersections, temporary bulb-outs, and high-visibility midblock crossings with enhanced lighting. In May 2017, City Council adopted the Transit Center Master Plan as the first step in a multi-year process to plan, design and construct the new station area and improve Castro Street. The master planning process considered interrelated options for station access, expressway crossing, grade separation, platform extension, bus/shuttle circulation, vehicle parking and joint development with a view to supporting future Downtown vitality, station access, and multimodal circulation.
The conceptual plan adopted by Council includes the following:
- Redirection of Castro Street at West Evelyn Avenue
- Construction of a new ramp from West Evelyn Avenue to Shoreline Boulevard
- Installation of pedestrian and bicycle undercrossings across the expressway and Caltrain tracks
- Changes to Moffett/Central intersection
- Platform widening and extension to the west
The City is now working on the Next Steps, including more detailed design and environmental clearance.
The project will construct an access point to the Permanente Creek Trail from Colony Street. The main elements of the project include a prefabricated bridge over Permanente Creek, paving the trail connection from the bridge to the existing trail, and regarding the end of the cul-de-sac of Colony Street.

A new park is coming to your neighborhood along East Evelyn Avenue between Moorpark Way and South Bernardo Avenue! This 0.68-acre park will feature play equipment, open lawn space, picnic furnishings, and a shaded seating area. On May 9, 2023, City Council approved the park concept shown here.
Design for the park is underway and construction is anticipated to begin in summer 2024.

The City plans to repave portions of Moffett Boulevard and Middlefield Road. In conjunction with this pavement maintenance work, the City is exploring potential complete streets elements, which may include pedestrian crossing enhancements, on-street parking removal, and protected bikeways on Moffett Boulevard north of Middlefield Road as well as Middlefield Road between Moffett Boulevard and Bernardo Avenue.
On June 30, 2020, the City established Vehicle Miles Traveled (VMT) as the metric for assessing transportation-related environmental impacts under the California Environmental Quality Act (CEQA).
In conjunction with this change, the City has established a Multimodal Transportation Analysis (MTA) Handbook that provides multimodal metrics for assessing transportation related adverse effects of public and private land development projects in the City.
This project proposes to reconstruct Park Drive, Park Court and Sonia Way from Miramonte Avenue to Castro Street (see Exhibit A). The work includes replacing the existing roadway pavement, curb, gutter, sidewalk, and the aged traffic signal at Sonia Way and Miramonte Avenue intersection.
On January 5, 2022 staff mailed 144 letters to the residents and property owners on Park Drive, Park Court and Sonia Way informing them of the Pavement and Sidewalk Reconstruction Project in their neighborhood. Staff included a postage-prepaid postcard survey that asked their preference between replacing the current rolled curb with either vertical curb or rolled curb. The City has received 35 responses representing 24% of mailings. Results of the survey are that the majority of respondents (18) prefer to replace the current rolled curb with new vertical curb. Staff has redesigned the project and anticipates construction will begin in summer 2023.

PICKLEBALL STUDY, DESIGN & CONSTRUCTION, PROJECT 23-36
The City is amid the study phase of the Pickleball Study, Design & Construction Project 23-36, to evaluate potential locations to develop additional dedicated Pickleball Courts in Mountain View. A Request For Proposals (RFP) for consulting services was issued in 2023 and a consultant was awarded. The City sought public input on locations and amenities for new courts via a survey and a community meeting in Spring 2024.
Staff presented the study findings, including locations and number of courts recommended to the Parks and Recreation Commission (PRC) for their review and comment on June 12, 2024. The Commission requested for staff to study additional layout options and other alternatives to return at a later date for more discussion. Staff has prepared added options and will be returning on October 23, 2024 to PRC to present this item at the time and location below. The Plymouth Street to Space Park Way Realignment project will realign Plymouth Street to create a four-way signalized intersection at Space Park Way and North Shoreline Boulevard. The project will construct an additional left-turn lane from northbound North Shoreline Boulevard to westbound Plymouth Street and include complete street elements. These improvements will benefit circulation into and within the North Bayshore Area.
Project Features
- Two-way cycle track on the west side of North Shoreline Boulevard;
- Protected intersection improvements;
- 7’ and 8’ separated sidewalks on Plymouth Street and North Shoreline Boulevard, respectively;
- Park strip area between the roadway and sidewalk with new landscaping and trees;
- Bike lanes on Plymouth Street from North Shoreline Boulevard to Joaquin Road; and
- Reversible transit lane (see phasing of this element under Shoreline Boulevard Transit Lane and Utility Improvements Project) on North Shoreline Boulevard from Pear Avenue to the realigned Plymouth Street/Space Park Way/North Shoreline Boulevard intersection.
The project will be implemented in phases beginning with removal of trees and demolition of existing buildings located at 1600 and 1616 North Shoreline Boulevard to allow for realignment of Plymouth Street at the new intersection with Space Park Way and North Shoreline Boulevard. Tree removals were completed in October 2024, and building demolition is anticipated to start in November 2024. Construction for the street realignment is anticipated to begin in summer 2025.

A Magical Bridge Playground is coming to Rengstorff Park!
On June 27, 2023, City Council approved the contract with Bothman Construction Inc. to construct the new all-inclusive park, as well as adjoining parking and restroom improvements. Construction activities began August 28th and are scheduled for completion in the fall of 2024.
The initial activities on site include securing the site perimeter and establishing stormwater protection measures before site clearing, building demolition and grading can commence.
The contractor is also installing orange fencing for trees and shrubs that are to remain and yellow tape on trees and shrubs to be removed. As noted in the March 2023 staff report to Council, a total of 39 trees (11 heritage, 3 of which are in poor health & 28 non-heritage, including 2 dead trees) are being removed and replaced with 72 native species trees.

On September 9, 2020, City staff presented the proposed schematic design, a heritage tree removal and mitigation plan, as well as an increased funding request for the design project to the Parks and Recreation Commission (PRC). After staff's presentation and hearing comments from the public, the PRC voted to recommend that Council approve the schematic design for advancement to the detailed design phase. The PRC also supported forwarding a request to Council to increase funding from the Park Land Dedication Fund by $1.6M so that design could be completed. Additionally, in their role as the City’s Urban Forestry Board, the PRC also approved removal of up to nine heritage trees and a 2:1 replacement mitigation plan.
Staff sought approval from Council of the schematic design and related items for the Rengstorff Park Aquatics Center Replacement Project, 18-38, as part of the Consent Calendar on Tuesday, October 27, 2020. The meeting was broadcast live at MountainView.Legistar.com, on the Mountain View YouTube Channel, and on Comcast Channel 26.

This project involves the construction of new restrooms and a new parking lot with accessible parking stalls near the future All-Inclusive Magical Bridge Playground in Rengstorff Park. In order to make room for these improvements, the existing restroom/maintenance building and existing tennis building will be demolished. The new asphalt parking lot will be constructed in place of the existing restroom/maintenance building and a new pre-fabricated building will replace the tennis building. This building includes space for tennis equipment storage and three restrooms.
A second pre-fabricated building will be installed near the barbecue area and will have restrooms and space for parks maintenance staff and material storage.
Construction is anticipated to begin summer 2023.

The City Council reviewed preliminary concepts and provided direction for a new bicycle/pedestrian bridge that will cross Highway 101 at Shoreline Boulevard with bicycle and pedestrian facilities extended from Terra Bella Avenue to Pear Avenue along Shoreline Boulevard at a City Council Study Session on April 28, 2020. On November 25, 2014, Mountain View City Council approved a conceptual design for integrated transit, bicycle and pedestrian facilities in the Shoreline Boulevard corridor from Downtown Mountain View and the Downtown Transit Center to the City's North Bayshore Area.
The conceptual design outlined in the 2014 Shoreline Boulevard Corridor Study employed a multimodal approach to achieving the City’s ambitious mode share goals, which had been evaluated in the 2013 Shoreline Transportation Study.
Key design features include the following:
- A reversible transit lane and dedicated transit signals on Shoreline Boulevard
- A new pedestrian/bicycle bridge over U.S. 101
- Protected intersections and protected bikeway facilities
- Shuttle operational changes
- Recommendations for further analysis of Mountain View Transit Center and the Castro/Moffett/Central intersection
In recognition of the innovative and sustainable approach to this corridor, the City of Mountain View received an Award for Excellence in Transportation Planning from the Northern California chapter of the American Planning Association.
The City is now implementing Capital Projects to complete detailed design of this project, including reversible bus lanes and the pedestrian/bicycle bridge over US-101. As discussed above, the City is also undertaking the Transit Center Master Plan to further concepts at the Transit Center.
The Shoreline Bus Lane project will provide transportation improvements to and from the North Bayshore Area. These improvements on Shoreline Boulevard from Middlefield Road to Pear Avenue aim to improve multimodal access to the north Bayshore Area.
Project Features
- A dedicated center-running, reversible bus lane - operating northbound in the morning, and southbound in the afternoon - on Shoreline Boulevard between Middlefield Road and Pear Avenue
- Protected bike lanes on Shoreline Boulevard between Middlefield Road and Terra Bella Avenue and additional bike lane safety improvements
- A protected intersection at Middlefield Road and Shoreline Boulevard, and wider sidewalks for pedestrians
- Additional turning lanes and traffic light improvements
In June 2024, Council directed staff to deliver this project across three phases which will include:
Phase 1: Bicycle and Pedestrian improvements included buffered bike lanes and protected intersections, water and wastewater infrastructure upgrades, and traffic signal replacements.
Phase 2: Study to evaluate the feasibility of a center-run two-way cycle track along Shoreline Boulevard from Middlefield Avenue to La Avenida Avenue.
Phase 3: A center-run reversible bus lane from Middlefield Road to Pear Avenue. This phase is to be delivered based on empirical data of traffic demand and projected transit time reductions on Shoreline Boulevard
Timeline
To complete a project of this scale, disruptions including lane and sidewalk closures are necessary. Wherever possible, work is scheduled to minimize impact on the community.

The City of Mountain View will be doing construction work at the Sleeper Ave Bridge, located at Stevens Creek, adjacent to Sleeper Park and the Stevens Creek trail (see Project Location Map). The project will improve the structural stability of the bridge foundation on the eastern bank of Stevens Creek.
Construction is scheduled to start on Tuesday, May 28, 2024 and is expected to be completed in about three weeks. During the construction period, the Stevens Creek Trail and the Sleeper Ave Bridge will remain open. However, certain areas of the trail and the bridge will be fenced off to provide space for construction activities. There will be signs at the Stevens Creek Trail and the Sleeper Ave Bridge to alert trail users of the construction work.

This project proposes bicycle and pedestrian improvements along Shoreline Boulevard from Middlefield Road to Stierlin Road and continuing on Stierlin Road to Washington Street (see a map of project location). The proposed improvements will help facilitate and enhance safety for bicycle and pedestrian access.

The City is beginning construction to replace of the aging trellis structure and wisteria that surrounds a portion of the amphitheater area in Sylvan Park. The project also includes replacement of the concrete flatwork and game tables underneath the trellis.
As part of the same project, the City will install a new sand volleyball court, 4,000 sq. ft. (80'x50') in size. This court will replace the existing horseshoe pits area. View a location map for the work.
The combined project design was approved by Council in June 2022 and is slated to begin construction in March 2023.

A new park is coming to your neighborhood at the intersection of Villa Street and Chiquita Avenue (1720 Villa Street)! This 0.39-acre mini park will feature play equipment, open lawn space, and picnic furnishings/a seating area. On June 13, 2023, City Council approved the park concept shown here along with Villa-Chiquita Park as the name.
Design for the park is underway and construction is anticipated to begin in fall 2024.
