The Feasibility Study

In 2018, the City issued a Request for Proposals (RFP) for conducting a feasibility study on the Grant Road and Sleeper Avenue intersection. In 2019, the City contracted with TJKM Transportation Consultants who conducted the study and evaluated conceptual alternatives for improvements to facilitate the safe movement of pedestrians and bicyclists crossing Grant Road at Sleeper Avenue.

Existing Conditions 

The intersection includes one marked crosswalk at the eastern leg of the intersection across Sleeper Avenue. The southern leg of the intersection allows pedestrians and bicyclists to cross Grant Road with accessible curb ramps, and a median opening. Vehicles traveling west on Sleeper Avenue have the option to turn left or right onto Grant Road. Vehicles traveling south on Grant Road have a left turn pocket to turn onto Sleeper Avenue eastbound.

Design

TJKM presented the City with several design alternatives. The recommended design alternative was presented to and supported by the Council Transportation Committee (CTC) and the Bicycle/Pedestrian Advisory Committee (BPAC) in February and April of 2021, respectively. The CTC recommended that a northern bicycle crossing, for westbound bicycle movements be incorporated into the design. In June of 2021, the Council approved the preferred design alternative which includes the northern bicycle crossing.

Design Concept

BKF Engineers drafted the below image to illustrate the design concept that the City Council recommended. This design concept was presented to and supported by BPAC and CTC in September and October of 2023:

The design includes:

• High visibility crosswalks and ADA curb ramps on all three sides.
• Green bicycle markings, bicycle ramps and pathway access.
• A Pedestrian Hybrid Beacon (PHB) with push buttons for cyclists.
• Blank-out signs that will be activated in conjunction with the Pedestrian Hybrid Beacon (PHB) to indicate a left turn restriction for westbound vehicles on Sleeper Avenue.
• A median island for improved visibility of the left turn restriction from Sleeper Avenue to Grant Road
• Signage and pavement markings to indicate a right turn only from westbound Sleeper Avenue to northbound Grant Road. Left turns from westbound Sleeper Avenue to southbound Grant Road will no longer be permitted.
• The left turn pocket and the ability to make left turns from southbound Grant Road onto eastbound Sleeper Avenue is unchanged.

• May 2024 Design Completion
