The Downtown Utility Improvements will relocate City utilities within the Castro Grade Separation and Access Project (GSAP) footprint, to maintain water and sewer services in the surrounding areas when the Castro Project is under construction. The primary focus of the current scope is relocating the City’s utilities out of the Central Expressway/Moffett Boulevard intersection. The Utility Project will relocate a water transmission main in conflict with the Castro Project within the Central Expressway/Moffett Boulevard intersection and Evelyn Avenue just west of Castro Street. See map below. On May 28, 2024, City Council authorized the project for bidding. More information on the project is available in the council memo. Construction activities are expected to start in summer 2024 and complete by fall 2025.
