Vision Zero is an integrated set of policies, plans and programs based on the philosophy that fatal collisions are unacceptable and preventable.
On December 10, 2019, Mountain View City Council unanimously adopted a Vision Zero Policy to eliminate fatal traffic collisions in Mountain View by 2030.
Vision Zero aims to counteract what we are seeing on our High Injury Network Map which shows which corridors have a high number of fatal and severe injury crashes.
Mountain View's Vision Zero approach is based on collision analysis, industry best practices, feedback from our Bicycle Pedestrian Advisory Committee (BPAC), and input from the community through public meetings and an online survey.

A Key Component of Vision Zero is Public Education
Mountain View Vision Zero is preparing outreach and
engagement strategies to cultivate a culture of active transportation in Mountain View - biking, walking and other alternatives to driving. Our public awareness campaigns will encourage safer and slower driving, and increase awareness among all road users to prevent traffic injuries and deaths.
The initial Vision Zero campaign launched in August, 2024, in time for back-to-school. Read the December 4, 2023 news story in the Mountain View Voice and view examples of Vision Zero campaigns from other agencies including VTA, San Jose, and San Francisco.
Drive Wisely in School Zones
The Safe Routes to School page helps kids and families to learn how to walk and roll safely. If you must drive, ensure a safe Drop Off/Pick Up environment at your local school.
Vision Zero Action Plan and Local Road Safety Plan
The City is currently developing an integrated Vision Zero Action Plan and Local Road Safety Plan. This Plan is focused on eliminating fatal traffic crashes that affect everyone, including motorists, pedestrians, bicyclists and transit riders. The action plan analyzes historic crash data, compiles proven countermeasures, identifies and prioritizes projects, and recommends safety projects for implementation.
In addition to engineering/infrastructure improvements, the Vision Zero approach encompasses the 7E's:
Mountain View's City Council adopted the Vision Zero Action Plan on September 10, 2024. The public has access to all City Council and Committee meetings which are open for public comment. The public has access to agendas, reports, attachments, and past meeting videos on MountainView.Legistar.com
