Tenants can file this petition with their landlord to request an increase of rent or allow for a one-time payment from tenant to landlord in order to cover, or partially cover, increased costs in defined categories.
New or Additional Housing Services Categories
- New or additional Housing Services not included in the current Rental Agreement, such as new or additional pets, additional parking, or storage spaces
- Improvements or modifications to the Rental Unit as requested by the Tenant, such as new flooring, paint, and appliances
- Additional Occupant(s) (as defined under CSFRA Regulations Ch. 9 Sec. E)

The New or Additional Housing Services Petition Process
- Tenants start the process by reaching out to their landlord to request the new or additional housing service
- Tenants complete the petition form and bring it to their landlord for review
- Once reviewed, both the tenant and the landlord sign the petition form
- Tenants submit the completed and signed petition form to the Rent Stabilization Division along any required documentation.
- A hearing officer is assigned to perform an administrative review the petition.
- No hearings are held for joint petitions.
- The hearing officer then issues a formal written decision outlining the allowed monthly increase or one-time payment based on the submitted Joint Petition and accompanying documentation.
- Landlords can apply new or additional housing services increases as outlined and approved by the Hearing Officer on the basis of the Joint Petition.
- Joint petition decisions cannot be appealed to the Rental Housing Committee.
